    Instructions
    1. Bring 1 inch of water to a boil in a large saucepan fitted with a steamer basket. Add beets and cook until tender, about 10–12 minutes.
    2. Pour 2 tablespoons vinegar over beets and stir to mix. Refrigerate at least 10 minutes. Can be made up to 2 days in advance.
    3. To serve, whisk the remaining vinegar, orange juice, orange zest, and oil together. Season to taste. Add watercress and fennel, tossing to coat.
    4. Arrange beets on edge of platter and drizzle with some of the pickling juice. Top with pistachios.
